If it's just the round canister, the o-ring is supposed to be replaced at each oil change....

The OP mentioned it taking 10 seconds before throttle is really closed, that's not rev-hang. Rev-hang is a second or so.

I would say inspect your throttle body and see if it's sticking in any way....
