Just the spacers. Longer bolts are not included, but if you buy these you will need 40mm length bolts.
The marks you can see on the center section are from removing the spacers. They're hubcentric (which prevents vibrations when you drive) and they fit VERY snugly between the wheel and the hub. The tight fit does make them a bit harder to remove, but I suppose that is much better than having vibrations when you're using them! When you need to rotate your tires, the trick for removing them is to remove the VW centercap on the wheel and tap them out from the front side of the wheel, and they eventually pop right off (that's why there are marks in the center). The surfaces that mate the wheel with the hub are perfectly smooth.
I had them on the rear of my car with stock Detroits, and they worked great.
