Cheap CBFA Downpipe?

I was wondering what the cheapest option would be for me to get a catted downpipe. I live in NC so I have to have a CC... I've seen a lot of older posts that say to buy a catless downpipe (namely Godspeed/Rev9) and have an extra O2 bung welded in as well as a CC (magnaflow) and to buy better V-band clamp. I just wanted to know if that would be the safest option (if not what is) and what I should watch out for.

ECS Tuning has a great catted downpipe and can be CCTA or CBFA. Perfect fitment as well.

Safest option in what sense? Emissions or out of pocket money?
