No, it's a maintenance item (like a air or oil filter)

Thanks, that might be my problem, I'm probably going to change it out cause even if I baby the car, I can't get more then 20 mpg city

A good way to get to the bottom of this, is take your car on the turnpike. Set it at 65 in cruise control, and see what you get. If you are getting less than 30mpg on the highway, there is something wrong with your car. If you're getting at least 30mpg on the highway, then there's nothing wrong with your car, and the place you live/streets you drive on are not conducive to good gas mileage.
