X 100. 19" wheels are EXPENSIVE, weigh a ton and will beat the crap out of you on "normal" roads. Granted, the roads here in Maryland (and Baltimore especially where I work) are exceptionally bad with tons of bumps and spleen rupturing expansion joints. But 17" would be the ideal starting point - lightweight wheels available, cheap and probably the optimal handling/ride tradeoff point for a street driven GTI on the OEM suspension. If you have great roads and/or track use, 18" might work better but you'd need to run some seriously great tires IMHO.
