offset have to do with lip size?

My question is does the offset of the wheel have anything to do with the lip size? I am looking to buy these wheels:

I am looking at doing a staggered setup of 19x8.5 F 19x9.5 R
I would run a 225 Falken FK 452 all summer
The offset option are either 32F 35R or 47F 50R.
Will the lip be bigger with the offset 32F 35R?

Depends I think on how the rim design works. If they run the spokes really concaved and leaves the point where the spokes meets the rim the same regardless of the ET then your lips may stay unchanged....
