By doing this (porting a K03 to match a K04) you'll run into several issues.
1. Turbo design on a native k04 is better than a k03. A simple direct port over will not be as good as a real k04.
2. By machining out the k03 to fit the k04 you'll increase the chances for failure as the turbo's hotside housing is now thinner.
3. You'll need software. k04 software will not function properly. The reason being is boost control on the TSI is very difficult to alter. Simply running software designed for a different turbo and a totally different wastegate will throw everything off. The results will not be desirable and may even be partially undrivable in some situations.
