Halogen lights missing DRL wiring!

I have a Jap import 2011 Golf, with halogen headlights. So the H15 type where the DRL 15 watt filaments are integrated into the high beam bulb. And the high beam is working fine, as are all other lights on the car.

DRL were not working/enabled when we bought the car but I figured it's a VAG-COM quickie. But when I turn them on to the normal mode (Central Electronics -> Byte 15 -> Bit 6), I get still no DRL - but instead a bulb-out dash warning (which turns out to be errors for both bulbs).
I pulled both bulbs out and tested the DRL filaments and they are both fine.

Then I investigated the headlight plug, and found that one of the headlight connectors was missing its opposite wiring in the plug and wiring loom. Sure enough it's the DRL.

So while the headlight has the hardware, and the car has the software, there's nothing wiring them together.

Has anyone seen this before?

I need to investigate if it's practical to wire it up. Any ideas where the wiring needs to go?
