Window going down slowly and scratching tint

So today I'm rolling down my passenger window and it goes down ok. But when I go to roll it back up it goes up much slower than usual like it's pushing against something. When I took a closer look I saw that it was scratching part of the tint near the mirror at the top. Luckily when the window is up the more heavily scratched portion can't be seen.

What is causing this? The window used to work fine. Is it the regulator? Do I need to get that replaced? Is something stuck in there? I'm still under warranty. Should I expect the dealer to pay for my tint?

EDIT: I realize the title is wrong about up/down but I can't change it.
