whats with the deep gouge around the new rotor?

If I do brand new brakes/rotors and I see that type of wear pattern, im ripping everything apart and trying again

The rotors are used ones that were just for mock up. When I mount the calipers on the car I have the ecs 2 piece rotors and I’m using hawk hps pads.
