Is this MK6 GTI repainted?

I want to buy a mk6 GTI and the one that I've seen has a strange color under the hood. As you can see in the attached photo, it has a light brown color on the left side of the engine(it is the same also in the right side). Also the red color is not shiny. What could be the problem with this mk6? Is it repainted or it is produced like this?

VW did not apply a clear coat to the area inside the engine bay. The light brown is primer. Someone was probably trying to do some cleaning with a degreaser and the uncoated paint can not hold up to this. (Ask me how I know.)

The “white” isn’t quite white.

yeah, that is the prime color "white" or "light brown" does not matter. The importance is that I get the idea what it it so @Phur Thanks for your input

I have this on my engine bay too, looks the exact same.
