I went back and looked at the graphs. So why do the two turbos make power in such a different way.

Because the mk7 turbo is mounted directly to the head, and the other has a manifold.
Also the mk7 turbo is twin scroll from the factory.

Mk7 can't shift... it is pulling up until every shift. And yea MK7>Anything mk6
maybe your TDI, even after the shifts the mk7 couldn't pull hard enough to catch up.
