Downpipe. I'm not familiar with Oregon emission laws or how the test is performed, but I know in WA it's just an OBD II scan for readiness, which a tune will defeat. If it's a sniff test, nothing I know of can defeat that other than swapping the downpipe back out for stock.
An O2 spacer can also help, and usually keeps the check engine light away.
In WA, no new car (2009+) that is CA emission compliant needs emissions though

In Oregon, if you are registered outside the Portland and Medford areas, it appears as though you are exempt from emissions. If you know someone outside of those areas, or if you yourself live outside those areas, it doesn't appear as though you need to worry about emissions.
