Tail lights on hatch lid

I don't think the tail lights on the hatch lid on my '11 GTI are working. When are they supposed to come on? Are they brake lights or do they just come on then you turn on the headlights?

Do not work as brake lights but they do turn on with the headlights on.

That's what I though, so in trying to diagnose the problem, I also discovered my back-up lights were out. I re-seated the connection on the passenger-side tail light and everything came back on OK. Must have been a ground problem with the connection.
