Rusted coil pack

Today I replaced my PCV and for the first time I had to pull the coil packs out. Cylinder 4 came out with some effort, and then cylinder 3 popped out with unexpected ease. Cylinder 3 also seemed to be oily, and there was a rust like substance on the coil pack and in the tube. Is this normal? Or is it just a sign that I need a new coil pack. Or is it a sign that something else is wrong? Any help would be appreciated.

Doesn't look like rust too me. A lot of carbon though so I see a valve cleaning in your future.

I agree with FocalPoint. Looks like oil and carbon to me. When is the last time/have you ever swapped spark plugs? I've never seen that much gunk/residue in that area across 4 GTIs that spanned several generations.
I wonder if the plugs are not properly seated and are allowing that blow by.

How many miles on the car? Plugs should be swapped every 40K.
