Yeah, if your state has strict emission laws, it isn't worth it.
I'm not spending 10+ hours each year switching downpipes just for a sticker. Especially since I don't own air tools or a lift.

10+ hours? jesus.
Took me 1.5 hours last weekend to install a downpipe for someone and that included some dilly dallying along the way.

If the bolts aren't totally rusted on it should be pretty easy and doing it once a year should keep them from getting too stuck, especially if you use anti seize each time
