Best way to tint headlights?

I've seen tinted looking headlights on some GTIs/Rs. Is that a specific type of headlight or? I was thinking people just put the tint on them.

I believe some people use pre cut lamin-x

Ive also seen a few mk6 with neochrome blue tinted headlights in person. Looks sick.

plus one on the lamin-x pre cut. i used that and it was easy to install but took some patience lol.
