I couldn't start the golf R and the above fault code came up. I turned out to be the fuel pump controller that is located right on top of the low pressure fuel pump, which is actually not the J17 Relay.
It is very easy access from under the rear seat.
I did find info in a google search during my mad search for a solution that said it may be this controller.
I don't think I ever even found the J17 relay, lol.
