Pzev is one of several possible standards rated by CARB but not the only one. There is nothing in the link you provided indicating that the higher standard is required. The latest current CARB standard is only LEV II which would include ULEV.

According to this link, this appears to be true. The document states, "All new vehicles sold in California must be certified with one of California’s six emissions ratings." I became concerned yesterday while installing my Modshack intake and found that my 1-month-old 2011 GTI purchased in California has the CCTA engine (no secondary air intake and labeled 'California ULEV'). My dealer assures me that all is well.
