Most government entities put out a bid, get proposals and evaluate them. Normally the low bid get it, but with new cars they get at least the factory warranty and generally the dealer/mfg goes the extra mile to keep them operating, for future contracts/prestige etc.

once had a holy dash shrine light thing in my mom's car that flashed blue and red...(anyone from India knows what I'm talking about) popo made me take it out at a R.I.D.E check. Although I did unintentionally scare some dudes doing a drug deal one night while I was coming back from work, which made my day. Never seen someone run so fast.
