Cobb tunes grayed out

So I got this Cobb secondhand and it was uninstalled and everything but when I went to put the stage two tune on it gave me this message. Any ideas on how I can fix it?

Download the access port manager and hook it up. You may have to re download the files from cobb and remove those ones.
