That's not quite true. While some technically "choose" to be homeless, that decision is often caused by mental illness, PTSD or some other issue that may be out of their control (without help).
It is easy to say "they choose that life", but some see no alternative.

The VA, State level agencies, NPOs... they all scour homeless populations to get veterans off the streets.
Problem is many that assert they are veterans don’t meet the minimum criteria for the title. Then there is the ones that are legit veterans who don’t want the services available to them.
The options are there for the taking, they are just required to clean up and/or work for it.
