You can really chip the car as soon as you get it as VW has special edition GTI's with APR software on it from the factory. I usually tell people to get the car and wait about 1000 miles for factory engine break in period to be over. you can get the chip and leave it in stock mode till you hit 1000 and then switch over if you plan to do that and have that much discipline!
