Front Driver's Turn Signal Always ON

The dealer changed out the CECM and this did not resolve the issue. They were pretty insistent that my HIDs were the problem but I was able to convince them that was not the issue.
The fix:
The dealer discharged the car by holding the positive and negative battery leads together for about 10sec.
